Configuring OFAC

Risk Compliance › OFAC › Configuring OFAC

Note: Each procedure in this guide begins at the Contract Insight homepage, so any section can be followed on its own. The values shown in the screenshots are from a test environment; your settings may differ.

1. Overview

OFAC screening compares a company or person against the US sanctions and watch lists. It is configured on the OFAC tab of Administration → Data Aggregator Service. Settings are kept separately for Companies and vendors and for Employees and users, so screening sensitivity can differ by record type.

Each section has:

  • A Screen [companies/employees] against OFAC on/off toggle.
  • A Report a match at similarity threshold.
  • An Also search alternate names toggle.
  • A When more than one field is mapped rule.
  • A Which fields are compared table that maps each screened attribute to a field on the record.

OFAC screening uses the Data Aggregator service credentials on the Connection tab. Screening cannot run until those credentials are set up.

2. Key Elements

  • Connection tab: one set of CobbleStone-issued credentials (User name and Password) covers OFAC screening, SAM.gov exclusion checks, and FAR/DFAR clause updates.
  • Screen against OFAC toggle: turns screening on or off for that record type.
  • Report a match at: the similarity percentage (between 70 and 100) a result must reach to be reported. Lower values report more possible matches to review. Higher values report fewer, but may miss a misspelling. 80 suits most systems.
  • Also search alternate names: also compares against the aliases recorded on the lists, not just legal names. This catches more, and reports more to review.
  • When more than one field is mapped: Any one of them may match or All of them must match.
  • Which fields are compared: Name (required, matched loosely) plus optional Street address, City, State or province, and Country (each matched exactly), each mapped to a Field on the record or left as Not compared.
  • Save changes: saves the OFAC settings for both sections.

3. Opening the Data Aggregator Service

  1. From the Contract Insight homepage, click the Administration icon at the bottom of the left navigation bar.
  2. In the Search administration box, type Data Aggregator.
  3. Click the Data Aggregator Service card (under Automation & Data).

4. Confirming the Data Aggregator Connection

  1. On the Data Aggregator Service page, the Connection tab opens by default.
  2. If the page shows that the service has not been set up yet, enter the User name and Password provided by CobbleStone.
  3. Click Save credentials.
  4. Click Test connection to confirm the credentials work.

Note: Until credentials are saved, OFAC and SAM.gov screening cannot run. Saving new credentials ends the current access immediately, so the next screening run signs in with the new credentials. Dun & Bradstreet uses separate credentials on its own tab.

5. Configuring OFAC Screening for Companies and Vendors

5a. Screening Settings

  1. Click the OFAC tab.
  2. Under Companies and vendors, set Screen companies against OFAC to On.
  3. In Report a match at, enter a value between 70 and 100, or use the arrows to adjust it (80 is recommended for most systems).
  4. Set Also search alternate names to Yes to compare against aliases as well as legal names, or leave it at No.
  5. In When more than one field is mapped, choose Any one of them may match or All of them must match.

5b. Choosing Which Fields Are Compared

  1. Scroll to Which fields are compared.
  2. For Name (required), select the company record field that holds the company's name (for example, Vendor/Client Name).
  3. For Street address, City, State or province, and Country, open the Field on the record dropdown and select the matching field, or leave it as Not compared. Type in the dropdown's search box to find a field quickly.
  4. Click Save changes at the top right of the page.

Note: The name is matched loosely, so a near spelling still comes back. Every other field must match exactly, so leave a field set to Not compared rather than mapping it to a field people don't fill in.

6. Configuring OFAC Screening for Employees and Users

  1. On the OFAC tab, scroll down to Employees and users.
  2. Set Screen employees against OFAC to On.
  3. Set Report a match at, Also search alternate names, and When more than one field is mapped as described in Section 5a. These settings are independent of the Companies and vendors section.
  4. Under Which fields are compared, map Name (required) to the employee field that holds the person's name (for example, Last Name), and map or leave unset the address fields.
  5. Scroll back to the top of the page and click Save changes.
