RESOLUTION: Rating and Scoring and Request Line Items Unable to Be Added or Edited

An issue has been resolved where the Rating and Scoring section on a solicitation's Bid Evaluation tab and the Line Items section on a request were read-only, with no way to add bid scores, ratings, or line items. These lists also showed raw database columns and ID numbers instead of names.
Both sections now work like other sub-tables, with New, Bulk add, Manage, edit, delete, and Export, and they show names instead of ID numbers. The columns now follow the In grids and lists setting in Field Management. When adding ratings, the Respondent/Vendor and Rating Type choices list the solicitation's own respondents and weighted rating types, and Weight is filled in from the Bid Rating Weight.
For all sub-tables, adding a row from the side panel now keeps users on the record instead of opening the new row's page. The sub-table refreshes in place in under a second, and the new row is briefly highlighted.
