Enabling App Config

Navigate to Manage/Setup > Application Configuration > Config Settings > Area: General System > Group: Surveys

There is a setting named Hide Surveys/Responses Panels Conditionally if set to true, will hide the surveys section on the Vendor/Client Gateway if the vendor does not have any surveys. It will also hide the surveys section in the core system if the user does not have permission to add a survey to a record. Otherwise, when set to false, will show the surveys section on the V/C Gateway and in the core system to everyone at all times.
