RESOLUTION:  Reverse Auction Bidding - Current Low Bid Stuck at Zero

If a line item was priced at 0.00 by a user on a solicitation record, Vendors bidding on a reverse auction on the gateway would always see the lowest bid as $0.00. A fix was made, and now the lowest bid should display as expected.
